On February 14, 2021, we advised players looking for Rare Tools not to buy the Rare Tool Box that was offered at that time because it had no guarantee for Rare Tools at all. Now, after analyzing the statistical samples of both the Rare Tool Box and the Legendary Tool Box, we can tell the reason: The description of the Rare Tool Box says that it grants at least 2 Rare Tool cards, but apparently this guarantee has been erroneously assigned to legendary cards instead. This makes the Rare Tool Box the best (yet expensive) choice for Legendary Tools but not for Rare Tools.
As for the Legendary Tool Box, the description is correct and it grants at least 1 Legendary Tool as promised. The Rare Tool Box, however, grants far more Legendary Tools because of its bug. As the game is no longer actively developed, it is improbable that this will be fixed in the future. See the box pages for details.

Players planning their strategy should note that it is very improbable to get significantly more than the average amount of Festival Coins.
