The Rare Tool Box is a Kit Box in Asphalt Nitro which has a programming mistake so that it should rather be named "Legendary Tool Box". Apparently the guarantee "at least 2 will be Rare" was erroneously assigned to legendary cards which makes it grant more 
Legendary Tools than any other box in the game.
Players searching for 
Rare Tools are strongly advised not to buy this box as it only grants between 0 and 1 Rare Tools.

The description "at least 2 will be Rare" implies that at least 2 out of 5 cards are Rare Tools, so
- there should never be less than 2 Rare Tools
- the relative frequency of Rare Tools should be greater than 2/5 (> 40 %).
None of this is true. See Dispersion per box in infobox.
For comparison: The table below lists the relative frequencies of tool cards for different boxes.
- Sorting it by Rare Tools shows that many less expensive or even free boxes grant more Rare Tools than the Rare Tool Box. Players looking for Rare Tools are advised to open these boxes instead.
- Sorting the table by Legendary Tools, however, shows that the frequency of Legendary Tools is the highest of all boxes.
